Human Resource Development Foundation

Workforce development programs that offer youth aging out of foster care to receive stipends for time, wages for work experience and supportive services including assistance with transportation and incentives for credentials and/or making gains towards increased academics and employment.

West Virginia KVC Middle College

Middle College at Fairmont State University is an on-campus program for youth in foster care 16 and older. Participants live on Fairmont State's campus year round. All tutiion, fees, and campus living expenses are fully funded. KVC provides community-based support services and round-the-clock on-campus assistantce. Upon graduation, students earn both a high school diploma and a two-year associate degree (or 2 years of college credit toward a bachelor's degree).

DHHR Contract for Continued Services for Youth over 18 (SS-FC-18)

This is an agreement between the youth and the DHHR. It DOES NOT place the youth back into "custody" of the state.  The youth has certain responsibilities to uphold in working towards meeting the goals and objectives of their transition plan and in working towards becoming semi-independent and self-sufficient. The Department has responsibilities to provide the youth with assistance in meeting those goals and objectives. If a youth desires to continue to receive foster care services after receiving an explanation of the SS-FC-18, they must agree to sign a Continued Foster Care Services Agreement (SS-FC-18). Youth may receive assistance to complete unique programs designed to help them achieve independence.
